...Connecticut requirements to pass safety inspection? My roommate and I just found a (free) 1988 Dodge Ramcharger that we want to turn into a beach cruiser with a roll cage and soft top, just want to make sure it will be street-legal before we go cutting roofs off.

You can find the safety requirements online at the DMV but you shouldn't have any problem; the safety requirements are for things like lights and horns and brakes. I highly recommend that you try to avoid the possible hassles of a safety inspection by registering the vehicle BEFORE you chop the top. Once you have it registered, there are no safety inspections, just emissions. But if you try to register a car as a rebuild, there is a huge PITA which includes a thorough safety inspection, and you have to trailer the vehicle to the DMV to have it done.
