Not sure about the rest of it Allan, but I'm pretty confident the T-tops had a separate, smaller key.

My '93 - one key fits all, I am not sure about the earlier models. I'd check with a locksmith to see if you could save a few $$$.

Early Z31s were the last model that had separate keys for the ign and tops.

locksmith would be the best way to go. you could probably take one of the cylinders out and get a key made for the rest of the car. it should definitely cost less than $250

$250?

Try less than $40.

The 280ZXs had a valet key that only opened the doors and ignition. My buddy at Nissan said the 90 models were the same way. The cut is the same, but the valet key was thicker or something. So either spend $1.50 at ace or go to Nissan and have another made. Let us know if this works.
