I got the dashboard cowl that sits just inside from the windshield down to bare metal. What can I use to paint it, a la POR-15. I don’t think POR-15 is right for this application as it’s supposed to go over rust & I have removed the oxidation from the cowl. Thanks!

Both POR and Rustoleum make applications perfect for that project.

Just out of curiosity, are you describing the detachable cowl or the "web" cavern which houses the windshield wiper motor mechanism?

I'm pretty sure you are referring to the panel on the inside of the car next to the windshield. If so, I would use a low gloss black Rustoleum for that piece.

Ah, I get it now. Sorry.
The defroster panel.
Yes, John is right (again  ). RustOleum would do quite nicely there and not reflect sunlight.

My interior panel was a little rusty (along with everything else on the car) so I wet sanded it a little and shot it with rattle can rust-oleum professional flat black. I did lose a little of the "grain" but it looks great now.
